The Ramsey City Council and the Housing and Redevelopment Authority (HRA) recently gave approval to Flaherty & Collins to build a 221-unit luxury apartment complex with 9 two-story rental townhomes.

HRA President John Dehen said, "There is too much risk for him to feel comfortable with this project."
