Transient merchants, peddlers and solicitors are required to carry a permit approved by the city of Andover. If someone approaches you at your home or if someone is selling on a street corner, you can ask if they have a permit from the City. If they do not, call the non-emergency police number at (763) 427-1212 to report them.
